Why Sullivan's Island Is a Different Bed Bug Problem
You wake up with unexplained bites on your arms and neck. You run a finger along the mattress seam and find a rust-colored smear. You lift a corner of the box spring and three dark ovals the size of apple seeds break for the dark. How that happens on Sullivan’s Island is genuinely different from how it happens on the island across the bridge, and the difference is written into the Town’s zoning ordinance.
Vacation Rentals Are Prohibited Here
Sullivan’s Island is the rare beach town that bans the thing bed bugs travel on. Article XIII of the Town’s zoning ordinance states plainly that “Vacation Rentals are prohibited uses on Sullivan’s Island,” and the code defines a vacation rental as any paid stay shorter than twenty-eight continuous days. A small number of properties are grandfathered, but only those lawfully rented in the twelve months before 21 November 2000, and each must renew a Certificate of Zoning Compliance every calendar year. Isle of Palms, one bridge away, has roughly 1,850 short-term rental licences against 4,610 dwellings. Here the nightly-turnover route is largely closed.

What replaces nightly turnover here is seasonal use. About one in six of the island’s 1,088 housing units is held for seasonal or occasional use, and 85% of occupied homes are owner-occupied. Bed bugs still arrive the same way, in luggage, but they arrive with owners and their houseguests rather than with a booking calendar. The consequence is timing: a single pregnant female can establish a full infestation in six to eight weeks, and in a house standing closed between visits nobody is there to notice it until the next arrival.
