The City of Isle of Palms does not run a mosquito program. Not a small one — none. The word does not appear anywhere in the City’s Comprehensive Plan, its beach management plan or its current strategic plan. Whatever public treatment reaches this island comes from Charleston County, and county programs work public land. Your lot is yours.

No. There is no City program at all — “mosquito” does not appear in the Comprehensive Plan, the beach management plan or the current strategic plan. Charleston County operates the program covering the island, and county programs concentrate on public land, so private property is effectively your responsibility.
Almost everything that goes wrong with mosquito treatment here comes from treating these as one problem when they are two, with different biology and different solutions.
The first is tidal. Salt-marsh mosquitoes lay eggs on damp substrate at the upper reaches of the marsh behind the island, above the normal tide line. Those eggs hatch as a synchronized brood when an exceptional high tide or heavy rain floods that elevation, and larvae can complete development in four to five days. Young females then move inland roughly a mile a day, and a brood typically travels under five miles before returning coastward. Isle of Palms is not five miles wide — it runs from about a third of a mile across at the west end to 1.6 miles at the east. The entire island is inside that range. You cannot treat your way out of a marsh brood, and nobody honest will claim otherwise.
The second is containers, and this one is yours. Clemson HGIC identifies the Asian tiger mosquito as the most common daytime biting mosquito in the Carolinas, and it does not breed in the marsh — it breeds in what is sitting on your property. Clemson HGIC gives the threshold: water standing five days or more can produce mosquitoes, and some species need no more than a tablespoon, about the fill of a bottle cap. On an island where roughly a quarter of housing units are held for seasonal or occasional use, the containers that matter are exactly the ones nobody is emptying.

This is the part no competitor page mentions, and it explains the island’s standing water better than anything about the weather. In the City’s own record, a $7 million drainage bond was defeated nine to one on 7 November 1995, and the major improvements it would have funded were shelved.
the City of Isle of Palms’ own planning documents still name the problem areas that resulted: 53rd Avenue; 23rd Avenue and Waterway Boulevard; Sparrow and Waterway; 41st Avenue and Hartnett; 3rd Avenue and Charleston Boulevard; and 56th Avenue and Palm Boulevard. A $1.1 million City and Wild Dunes project fixed much of the 53rd to 57th Avenue area in fall 2011, and a second phase covering 45th to 52nd was designed at $1.3 to $1.4 million.
The City’s own diagnosis is worth quoting because it is unusually candid: “Pockets of low elevation, coupled with storm drainage that is significantly influenced by the ebb and flow of the tides, are causes for serious accumulations of storm water.” Virtually the entire island sits in a Special Flood Hazard Area, and elevation runs from sea level to about 17 feet, averaging only eight to ten. Drainage that depends on the tide does not drain on a schedule — which is exactly the five-day window mosquitoes need.

We will not fog the marsh behind your house, and you should be wary of anyone who offers to. The back-barrier marsh is where the tidal brood originates, and Clemson’s coastal water-quality guidance advises marsh-adjacent property owners to maintain a buffer of roughly ten to thirty feet free of fertilizer and pesticide. Beyond the ethics, it does not work: a brood that hatches across the marsh and disperses a mile a day is not addressed by treating one property line.
We also will not promise a mosquito-free yard. What is achievable is a substantial reduction in what is produced on your property, plus barrier and harborage treatment that lowers what rests there. On the tidal side, the honest advice is the tide calendar: a perigean spring tide gives you roughly a week’s notice, and that is when screening, timing outdoor plans and personal repellent do more than any spray.
The dune side has its own limits. The Conservation District Overlay has applied along the ocean, inlet and marsh shoreline since 1989, with Preservation Overlays added in 1990 and 2006, and City code prohibits dune alteration. So work near the dune line is structural and targeted rather than broadcast.
